I know of a couple of resources for creating youth sports program that
incorporate larger goals of diversity, tolerance, and citizenship: One is
the Center for the Study of Sport and Society at Northeastern University
in Boston. They work particularly w/ diversity, inclusion and conflict
resolution through sport. http://www.sportinsociety.org
Another is The Mendelson Center for Sports, Character & Community at Notre
Dame. They offer a summer training on the "community of character"
approach to coaching/teaching. http://www.nd.edu/~cscc/ I'm sure either organization could direct you to golf-specific resources.
