tremendous impact on the YES Regional Forum at Hyderabad, India. The Open
Session elaborated the input it received from this forum as well as the
instant feedback from the Session participants.The Recommendations from

Recommendation for the YES Hyderabad Blueprint
1. Privatization
o As a principal education should not be privatized.
Privatization excludes poorer groups in society.
o If privatization is allowed to ensure quality
education and healthy competition, it should be under a
regulatory system.
2. Government Role in Education
o It is a duty of Governments to put in place a
universal education standard and provision.
o Government involvement in education is necessary to
provide equal opportunities for all.
3. Vocational Skills
o There should be an accurate assessment of vocational
and technical training needs in the developing countries.
Voluntary youth groups should be the major players in this
assessment
o Skill development and vocational training should be
there as part of the regular curriculum in the school education
system.
4. Entrepreneurship
o Education should not only be geared towards white
collar jobs but should encourage entrepreneurship as well.
o Entrepreneurship should be encouraged so that youth
can be employed and also provide employment opportunities to
other youth.
5. Language of Instruction
o Language of instruction in the formative years should
be mainly in the mother tongue as it allows of creativity and
better learning.
o English as a global language can be imparted as a
necessary skill in life and learning and for job opportunities.
6. ICTs and Education
o ICTs should be used as a complimentary tool to enhance
the learning process.
o ICT literacy should not gear youth serve the global
job markets but to apply these skills in their own communities.

Dear List Members,
The process started with the Education for Youth and Employment email list,
inaugurated in May 2003, culminated at the Regional Youth Employment Summit
(YES 2003) in Hyderabad last month. Comments, suggestions and policy
recommendations that you had presented during the course of the email
discussion were presented to a multi stakeholder audience at an Open
Session at the summit. The Open Session held on the 16(superscript: th) of
December attracted more than 200 youth, education practitioners; policy
makers and civil society activists from all over the developing world.
The Open Session was jointly conducted by Geeta Sharma; Editor of One World
South Asia's Learning Channel and Rudy Edirisinghe; project director of the
youth forum Mandate the Future. Originally planned as a one day event, the
Open Session had to be extended to a second day due to popular demand. A
detailed synopsis of the email list campaign; the rationale; member and
user statistics and main outcomes of the list were presented to the
audience. The session was organized in a manner most suited to gathering
audience opinion and viewpoints regarding the content of the email
discussion. We were delighted by the interest and wide array of ideas
expressed by the participants and all these perspectives have been complied
in to a document which you can refer to on the Resources section.
Ideas culled from the email list and the open session was in turn used for
the formulation of a "Recommendations for the YES 2003 Hyderabad Blueprint"
document which was presented to the Summit Organizers. The Recommendations
document will be one of the documents taken up for consideration when
preparing the final Hyderabad Blueprint.
The Learning Channel and Mandate the Future wishes to thank all the list
members for the tremendous support that we have received for this project
over the course of email discussion forum. We are in turn delighted at the
turn of events at the Open Session; the interest and enthusiasm; the very
high turnout and above all the complete fruition of the attempt to take all
those wonderful and insightful perspectives that you contributed, to such a
large and diverse audience at the summit.
