· Information and Communication Technologies (ICTs) in Development

An ICTs joint initiative - the Virtual Colombo Plan (VCP)- between
Australia
and the World Bank was launched in August 2001. Australia committed
A$200
million (USD$132 million)over 5 years to use the opportunities presented
by ICTs to attack
global poverty, including a stronger focus on improving education and
access
to quality knowledge and information in developing countries.

The Minister continues to reiterate Australia's role in improving access
to
information and knowledge through the use of ICTs. The VCP initiative and
the
2002 parliamentary statement on Australian Aid emphasise the importance
of
assisting developing countries to access and maximise the opportunities
that
derive from ICTs. ICTs are clearly regarded as an important tool for
achieving
positive development outcomes and to be incorporated into the Agency's
program
strategies.
