MESSAGE ON THE OCCASION OF THE ANNIVERSARY OF THE
YOUTH EMPLOYMENT SUMMIT, ALEXANDRIA, EGYPT

      UNESCO is proud to be associated with the Youth Employment Summit
(YES), on this very happy occasion of its first birthday. UNESCO is very
much aware of the importance of creating opportunities to allow young
people greater access to employment, and considers the YES an important
element of achieving this aim.

It is UNESCO's firm conviction that the challenges facing young people, not
only in employment but in all fields, can only be satisfactorily addressed
in partnership with young people themselves. The extent to which youth is
allowed to contribute to solving its own and society's major challenges is
a litmus test of political maturity and social inclusiveness. UNESCO firmly
believes that unless the energy, commitment and capacities of young people
are harnessed in creative and productive ways, the global youth employment
situation will not only stagnate, it will deteriorate. For this reason,
UNESCO is pleased to support the Decade Campaign of Action and looks
forward to celebrating YES' second birthday at the Mexico Summit in
November 2004.
