REAL PARTNERSHIP BETWEEN ORGANIZATIONS OF THE CIVIL SOCIETY OF THE
NORTH AND ORGANIZATIONS OF THE civil society OF THE SOUTH FOR A
SOCIAL CHANGE.

I. Cooperation, a centennial act,
A few months ago, the attention remained from all over the world
focalised on the New Partnership For the Development of Africa
(NEPAD), a way of Marshal Plan. A few days ago, the meeting of G8 in
Canada disappointed hopes of heads of State placed in NEPAD. Have
for what Heads of State hoped, there was not very positive response
accepted, according to their declarations. Churches: Catholic,
Anglican, and the United church of Canada denounced NEPAD.
It doesn't astonish. It is the result of strength reports.
Since independences of Africa countries in the South of Sahara in
years 60 to this day, Africa didn't know its economic take off. It is
first the responsibility of African leaders and responsibility of
partners, but not of innocent victims populations. Since this time
to this day, populations remained diving in misery and poverty for
the most.
Help to development, aid to development, cooperation to
development, splicing that concepts could not have come to tip of
misery and poverty. Not more today the struggle against the poverty.
These concepts, pure consumption of countries of the South didn't
they make their proofs? Is it not time to imagine the situation
otherwise? Our conviction is that countries of the South in
particular countries of Africa must take in hand their own destiny
but otherwise.
For who knows history and the evolution of the debt of the
Third-world, the discount of the debt is again far to solve
efficiently the problem of Africa development. As it fades away, the
debt is born again and increases.
According to the world report 2001 of UNDP on the Human Development,
three billions of people live below 2 $ per day and poverty
continuous to grow. In a lot of countries in particular countries of
the world in development, the half of these people is below 24 years
of age.
Currently, there is more a billion of young people between 15 and 24
years of age in the world and, of here to 2010, 700 millions
supplementary will be added in Nations in development and will be
poured on the market of work.
Face to this picture that gives to think, the world needs a new shape
of partnership.
II. The only luck that remains
The only luck that remains is a new shape of cooperation between
organizations of the civil society of the North and organizations of
the society of the South. Cooperation in multilateral and bilateral
relations is an all. In the case of species, these relations will
have for foundation preoccupations founded on the man and his well
being. Every people, beyond of money, possess a lot of something else
to bring and to share. We must be conscious of it to not distort the
game of the new shape of partnership.
The South has this wealth, the
North has its. The new shape of partnership must get rid of complex
to all levels. It must operate in the transparency and equality of
odds. It is, for my opinion, what it is now necessary for us to
construct a world ridded of prejudices and selfishness, a world in
which young people must meet and to speak themselves in the interest
of the biggest number of people.
1. To meet and to speak themselves in order to discover themselves
Young people remained a long time distant the some of others. They
also remained a long time distant of the public business management
in certain countries, letting their alone eldest play the game on the
political scene. Besides, this political politician was not able to
offer to populations the well being to which they inhale. To the
politics of development made place politician's politics to which it
is time to turn decidedly back.
Most those that enter in the
politics go by opportunism that by conviction. Of the less, it is
what one notes in Africa to some rare exceptions . It is a report.
In Africa, young people must take conscience of their become and
to stop being the hostage of those who exercises the politician's
politics whose goal is to accumulate wealth for their personal
account and the one of their family.
To the North as to the South,
the civil society must organize itself. Organizations of the civil
society must get together to constitute strength. And, for that ,
they must let on one side the selfishness, the small personal
interest calculations, and clans. These national Strengths so
organized will meet of other strengths of the one continent. So the
Strengths of the South will meet those of the North without gates and
prejudices. In cases where the physical meetings won't be possible,
the new technologies of information and the communication will be
used to establish contacts.
It is necessary to build a new world in which wealth will be created
by strengths in working and shared to the profit of the whole. In
certain countries, young people rush towards the politics because
they realize that politicians become spontaneously rich from a day
to the following day. In the absence of legislation on the illicit
enrichment, these last are hardly worried. Many are unanimous to
recognize that we live in a society of two speeds where certain live
in the wealthiest with their families while others wallow under the
weight of misery. To when the end of the martyrdom? It depends on
ourselves.
2. What Young people needed today?
If youth discover themselves, they must build their plans of
exchanges and development. It becomes today utopian to consider
borders, races and other signs of distinction at the moment where
internationalisation strengthens, where 20% of population of the
world detain 80% of available wealth. Fortunately certain among
them received the culture of wealth redistribution. But these are
not numerous.
Most affluent organize themselves and reinforce to
defend their financial and material interests . The strengths of
solidarity must organize themselves to their tower, to get together
and to act whole with the support of Institutions and organizations
of development and with the support of men and women the in love of
justice. Youth, leaven of the population is one of strengths and not
of the least.
This movement whose structure will be horizontal is
wished to all levels of the society. The problem of leadership
resolute set thanks to the horizontal structure that recommends an
organizer and of the thematic groups of work and reflection. It is
this new structure that is recommended for the new shape of
partnership that will regroup the strengths of the North and those of
South scrums for the development of which here are some axes:
-Education and Formation
It is proven that the basis of the development is education and
formation. One distinguishes today two systems of education and
formation: a system based on the theory completed in end of formation
by the convenient practicums and another system that alternates the
theory and the practice.
Countries that inherited the first system
know problems of unemployment and the most chronic underemployment.
The governing of these countries tries to correct shooting but with
difficulty. In these countries, institutions of formation,
universities, colleges, schools, deliver thousand of youth in general
on the job market without professional qualification.
The crisis of the employment whose origin is the crisis of formation,
became for
these countries a real puzzle. The solution is in the reorientation
of the system of education and formation. For that , it imports that
protocols and other similar agreements are signed between
organizations of the civil society and institutions of formation and
enterprises.
-Exchanges
A brewing between youth different countries permitted always to
raise prejudices and to fear a people's realities better. This
practice encourages the peace, concord and the understanding between
races and peoples. It is to be encouraged. To know other person in
his own middle is an inestimable wealth factor.
It is the opportunity to discover each and other, to make themselves
henceforth confidence,
to formulate some common projects to the profit of populations in
many domains as for example: agriculture, energy, research,
formation, tourism, handicraft, t new technology transfer, small
profession backing. The field is immense to the look of the specific
needs of every country.
-Employment
The formation and exchanges well-led and developed drive to solutions
of use, a major problem of youth today. The circulation of people
encourages exchanges. But certain countries' legislations are rigid
on the subject .
Organizations of the civil society, that they are from the south or
the north must conjugate their efforts and must make the lobbying to
lessen these gates.

-Development Projects
Based Communities live in the desolation because they don't have
what to satisfy their elementary needs. These populations lack
resources to send their children in the school, they having not known
school in past. Benin my country, is currently hired itself in the
process of decentralization.
To the outcome of this process, the
economic power and politics will descend within populations thanks to
the municipal elections. The role of framing comes back to
organizations of the civil society in such a process. It comes back
them to help futures local elected to assume their new
responsibilities better and to initiate micro-projects of development
with the active involvement of populations.
This work would know how to only succeed thanks to the new shape of
partnership mentioned
above. The consortium A.BE.E.A, Africa World and Monar-Benin that
are a whole of the Benin civil society, look forward to receive
organizations of civil society , institutions of formation,
enterprises, agencies of development reactions and invite them to
bring their contest solicited to this new shape of partnership having
for foundation the civil society, to save populations in distress, in
the liberty, the equality ,the fraternity and the transparency.
III.What to make concretely?
-it is necessary to start with exchanges and to make reciprocally
confidence.
-it is necessary to study domains of action of every people, of every
country and to choose concerted way, which favours populations. These
domains will make the object of investment, research and action in
favour of populations.
-it is necessary to act concretely and reciprocally.
-it is necessary to value actions enterprises in the time and in the
space and to pull the necessary lessons of it to advance and go
forehead.
