PRELIMINARY IMPACT COHORT 1: This information focuses on interim progress in Cohort One Partnership Communities as related to the project activities of CSA. Statements are based on data collected in November, 1998, fourteen months after the beginning of the project.

Because the Best Practices Assessment Instrument was developed after more than one year of project activities, no baseline data on Cohort 1 Partnership Communities exists. Therefore, for the purposes of assessing change related to project activities, partnership community data are compared to comparison community data, with the assumption that any differences in the communities are a result of QUIPS activities in those communities. According to the TMG Baseline Studies Report of October 1998, the comparison communities "are a reasonable base against which to measure changes in" the partnership communities.
